Why are weather and resets separate?
Sunny / Cloudy / Rainy / Cold Wave describe service reliability only. If several official incidents overlap a day, the highest incident severity sets that day’s weather. A Codex or ChatGPT Work global reset is a usage event, so it appears on the same date without changing the weather.
Reset trackers contribute only already-recorded events, not prediction probabilities. When a tracker links to a public OpenAI staff announcement, that evidence tier is shown explicitly; archive-backfilled rows retain their seeded marker.
